This is a good point! There will be plenty of people who might not be interested in participating politically. The hope would be that they would at least vote for a representative once a year. And the political involvement expected of them would be at the level of their neighborhood/building/town, such that it is perhap more personally relevant than higher levels. If not, then I agree that individuals should still be free to decline to participate if they choose.
