Thanks for your reply! I actually thought a bit about the China connection, as it is a great example of a large hierarchical political state. I think the major difference is one of transparency. I don't mention it in the article explicitly, but being able to track the decisions that officials are higher levels are making is essential to enabling meaningful accountability at the lower levels. This is something lacking in the CCP.
