Actually I think this system has the capacity to mitigate some of the issue you bring up. This kind of appeal to the masses is typically possible because of single-tier representation. With a multi-tier system, decision makers at the higher level would be somewhat insulated from the push to simply provide benefits to the masses at the expense of the few.
